Who we serve

We work exclusively with professional B2B operators. Our ADM-authorised tax warehouse is the root around which all services revolve: storage under excise duty suspension, production and blending under the PSP brand, third-party warehousing, and compliant document handling towards national and international markets.

The advantage for you is concrete and financial. As long as the goods remain under duty suspension, you do not tie up capital in taxes until release for consumption: a decisive benefit for traders and importers managing significant volumes. A single ISO 9001 certified operator follows the product from receipt to dispatch, with document traceability compliant with ADM obligations.


Italy

We serve the entire national territory from our site in Parona (Pavia), in Lombardy. We supply industrial customers, secondary warehouses, distributors and motorsport teams with PSP-branded products (our own production and blending) and with third-party goods managed under third-party warehousing.

National deliveries leave from our authorised warehouse under duty suspension, with the required excise documentation (e-DAS for products subject to duty) and document discharge. Shipment planning is handled by a single point of contact, for compliant movements and scheduled timing.


European Union

We operate towards all EU countries as an authorised tax warehouse. Union energy products travel under excise duty suspension with e-AD documentation through the EMCS system: the release for consumption of Union products takes place in accordance with ADM obligations, with full document discharge. For Union products, in fact, we do not speak of customs clearance (reserved solely for non-EU goods) but of release for consumption under duty suspension.

For non-resident customers we manage the storage and movement of goods owned by third parties under third-party warehousing. We always distinguish PSP-branded products, of our own production (ownership and fiscal responsibility being ours), from third-party goods held on behalf of others (owned by the principal): this is the difference between track A and track B of the tax warehouse.


Non-EU

We support importers and traders in entering the Italian and European markets with energy and petrochemical products originating from non-EU countries. We handle the full customs clearance of non-Union goods: clearance through customs, payment of duties and management of excise, with intake into the tax warehouse and subsequent release for consumption or re-shipment under duty suspension.

A single point of contact coordinates customs and tax matters, reducing steps and the risks of non-compliance.

Note on sustainability: HVO and FAME biofuels are accompanied by the sustainability documentation of the certified source supply chain; PSP manages their fiscal movement from the ADM-authorised warehouse. Methanol is not a biofuel: it remains a special petrol at full excise duty, outside the scope of RED III.

Frequently asked questions about PSP markets

Which markets does PSP operate in? PSP operates in Italy, the European Union and non-EU markets, moving energy and petrochemical products from its own ADM-authorised tax warehouse in Parona (Pavia).

What is the difference between customs clearance and release for consumption? Customs clearance concerns only non-EU goods and includes clearance through customs, duties and excise. For Union products we speak instead of release for consumption under duty suspension through e-AD and EMCS.

Does PSP sell to private individuals? No. Products and services are reserved for professional B2B operators. Some components, such as methanol and nitromethane, fall under the European regulation on precursors (Reg. UE 2019/1148) and cannot be sold to private individuals.

Can PSP store goods owned by third parties? Yes. In addition to PSP-branded products (track A), we manage third-party goods under third-party warehousing (track B), keeping fiscal ownership and responsibility distinct from our own production.
