We are a full-range energy and petrochemical operator: motorsport is one of our specialisations, not our boundary. Compliance stems from one precise asset: the ADM-authorised tax warehouse
Every authorisation, every certification and every documentary procedure at PSP revolves around a single asset: the tax warehouse authorised by the Italian Customs and Monopolies Agency (ADM). This is the root from which the ability to operate under excise duty suspension, the movement of goods through the EMCS system and the responsibility of authorised warehousekeeper all derive. It is not a collection of disconnected services: it is a single fiscal and operational infrastructure, overseen by one point of contact.
The benefit is tangible: thanks to the duty suspension arrangement, excise duty is not paid at storage but only at the moment of release for consumption. In other words, your company does not tie up capital in taxes until the product is actually released for consumption. A single entity can manage production, blending, storage and ADM obligations, reducing handovers, suppliers and the risk of documentary error.

Our certifications and authorisations
ADM-authorised tax warehouse
PSP holds a tax warehouse licence authorised by the Italian Customs and Monopolies Agency (ADM). The facility makes it possible to operate under excise duty suspension, that is, to hold and move energy products while suspending payment of the duty until release for consumption. It is the asset on which the entire compliance framework described on this page depends.
ISO 9001 certification
Our quality management system is certified to the ISO 9001 standard. This means documented, repeatable and verifiable processes: from the production and blending of PSP branded products through to the management of third-party warehousing and fiscal obligations.
Excise and customs (EMCS, e-AD, e-DAS)
We operate in compliance with the Italian Consolidated Excise Act (D.Lgs. 504/1995) and manage movements through the EMCS electronic system.
EU goods: they enter and move under duty suspension via e-AD and e-DAS on the EMCS system; excise duty is paid only upon release for consumption.
Non-EU goods: we handle customs clearance, that is, the clearance with payment of duties and excise.
In both cases we ensure documentary traceability compliant with ADM obligations.
Transport of dangerous goods (ADR)
The transport of dangerous goods is managed in accordance with the ADR regulations, with the support of a dedicated DGSA safety adviser for classification, transport documentation and safety procedures. The product therefore arrives with its transport documentation already prepared, without you having to reconstruct it downstream.
REACH, CLP and safety data sheets
PSP branded products are classified, labelled and accompanied by safety data sheets (SDS) compliant with the European REACH and CLP regulations. Every supply comes with the technical and safety documentation required by professional operators, ready to use with no additional steps on your side.
PSP branded products and third-party goods: two distinct responsibilities
Our compliance clearly distinguishes two tracks.
PSP branded products (own production). For the products we produce and blend in-house, PSP is the holder in every respect: it is responsible for them on a fiscal, qualitative and documentary level. It is in this area that we can support you from formula to customs, with a single point of contact for formulation, production and obligations.
Third-party goods under third-party warehousing. When we host products owned by other operators, PSP acts as authorised warehousekeeper without being their owner: ownership and substantive responsibility remain with the principal, while we ensure proper custody under duty suspension and the ADM obligations connected to movement. The benefit for you: an authorised warehousekeeper that manages custody and documentary obligations while ownership of the product remains yours.
This distinction is not a formality: it defines who is responsible for what and protects both parties.
A full-range portfolio, a single fiscal root
PSP is a full-range energy and petrochemical operator. Motorsport is one of our specialisations: the ability to formulate high-specification racing blends, such as methanol and nitromethane based fuels under tight tolerances, is the same formulation and blending precision we apply across the entire range. It is proof of transferable expertise, not the limit of our boundary. All the product families we handle rest on the same root: the ADM-authorised tax warehouse.
Among the commercial macro-families we manage: special and additivated petrols, diesel fuels and HVO, biofuels (FAME, bioethanol and ethyl alcohol for motor fuel), solvents and hydrocarbons (toluene, cyclohexane, white spirit, acetone), vegetable and animal oils and fats, lubricants and additives, as well as racing fuels (methanol, nitromethane and dedicated blends). For biofuels, sustainability compliance is that of the originating supply chain: products such as HVO and FAME come with the sustainability documentation of the supplier's certified supply chain. Methanol, on the other hand, remains a fully duty-rated fuel and does not fall among biofuels.
