Every service offered by P.S.P. Passerini Special Products S.r.l. stems from a single asset: our tax warehouse authorised by the Italian Customs and Monopolies Agency (ADM), located in Parona, in the province of Pavia (Lombardy). We have operated since 1997 as a production and blending plant and as an authorised warehouse keeper of energy and petrochemical products, with an ISO 9001 certified management system.

This single root makes the difference: instead of dealing with separate suppliers, blenders, warehouse keepers and forwarders, with P.S.P. you find one industrial partner that governs the entire supply chain under excise duty suspension, with documentary traceability compliant with ADM obligations and electronic management via EMCS (e-AD, e-DAS). We work exclusively with professional B2B operators: motorsport teams, importers and traders, secondary EU and non-EU warehouse keepers, energy companies and private label brands.

We operate along two distinct tracks: P.S.P. branded products, manufactured under our own responsibility, and third-party goods held under third-party storage, which remain the property of the principals. Title and liability change according to the track, and we make this explicit in every service.

Third-party tax warehousing

We store your energy products under excise duty suspension. The benefit is direct: you do not tie up capital in taxes until release for consumption. P.S.P. acts as the authorised warehouse keeper of third-party goods (title and liability for the product remain with the principal), with documentary management compliant with ADM obligations and EMCS movement handling. A solution designed for secondary warehouse keepers, traders and energy companies, including those based in the EU or outside the EU with Italian tax identification (direct identification or fiscal representative).

Trading, release for consumption and customs clearance

We manage the entry of energy products onto the Italian market with the correct fiscal and customs framework. For goods of EU origin: release for consumption of EU products under excise suspension (e-AD/EMCS). For non-EU goods: full customs clearance, including the discharge of duties and excise. A single point of contact coordinates the entire operation, from documentation to customs, reducing lead times, intermediaries and the risk of non-compliance.

Blending, formulation and private label

In our plant we blend and formulate fuels, biofuels and additives to specification. We produce P.S.P. branded products (in-house production, P.S.P. title) and private label work for third-party brands (title to the product remains with the principal), with the ability to develop dedicated recipes, from special petrols to high-performance racing fuels. Everything takes place within the tax warehouse, with the fiscal advantage of excise duty suspension and the quality guaranteed by the ISO 9001 system.

Racing fuels based on methanol, nitromethane and blends are one of our specialisations and concrete proof of our formulation capability, not the boundary of our activity: the same expertise drives our entire energy and petrochemical range.

Technical warehouse services

Access qualified processing without investing in your own facilities. We make the operational know-how of the warehouse available for precision dosing and blending, documentary management and movement handling compliant with ADM and ADR obligations. OEM packaging and filling

We package products in the requested formats, with compliant CLP labelling and management of safety data sheets. We operate both for P.S.P. branded products (P.S.P. title) and on a private label basis on behalf of third-party brands (title to the product remains with the principal), from the drum to the pack destined for professional channels. A turnkey service that integrates production, blending and packaging into a single certified supply chain.

Our range of energy and petrochemical products

Through the tax warehouse and the plant we manage a broad range of energy and petrochemical products for professional operators:

• Fuels: special and additised petrols, diesel fuels.
• Biofuels: HVO, biodiesel/FAME, bioethanol and ethyl alcohol for road transport. The biofuels are accompanied by sustainability documentation from the certified supply chain of origin.
• Jet fuel: aviation kerosene.
• Solvents and hydrocarbons: toluene, cyclohexane, white spirit, acetone.
• Alcohols and special fuels: methanol (fuel and special petrol at full excise rate, not a biofuel), racing fuels based on methanol, nitromethane and blends (one of our specialisations, not the boundary).
• Oils and greases: vegetable and animal oils and greases (castor), lubricants and oils for engines, compressors and turbines.
• Additives: single additives and additive packages to specification.
