P.S.P. Passerini Special Products S.r.l. has operated since 1997 as a production and blending plant and, at the same time, as an ADM-authorised tax warehouse for energy and petrochemical products. This dual nature is our distinctive asset: the entire blending service revolves around the authorised tax warehouse, the infrastructure that allows us to formulate, store under excise duty suspension and move products under a single point of control.

For you this means a single partner, from formula to customs: defining the recipe, sourcing the components, blending, laboratory quality control, and fiscal and documentary management compliant with ADM obligations (EMCS, e-AD, e-DAS). No handover between manufacturer, warehouse keeper and freight forwarder: less risk, less downtime, no capital tied up in excise duty until release for consumption, with a single party responsible across the entire supply chain.

What we formulate

Our laboratory develops the recipe starting from your performance and regulatory objectives, oversees production and provides for quality control and validation of every batch. We work across a full-range scope of energy and petrochemical products, of which motorsport is one of the most demanding specialisations, not the whole playing field.

The tolerances and repeatability demanded by racing set the precision standard that we then apply across the entire energy and petrochemical range, from diesel fuels and HVO to industrial solvents and additives. The extreme conditions of motorsport are our test bench: you put that same blending precision to work on any of your formulations.

PSP brand or third-party account, two distinct tracks

We draw a clear distinction between ownership and product responsibility:

• PSP-branded production: we formulate and place on the market products we own, for which we are responsible as the manufacturer.
• Third-party blending and warehousing (private label): we blend and hold goods you own at our tax warehouse, the pivot of the entire operation, keeping ownership and responsibility separate. The know-how, the recipe and the brand remain yours: confidentiality over formulas and projects is absolute.

This clear separation lets you choose whether to buy a PSP product or to entrust us with the formulation and custody of your own, without any fiscal or liability ambiguity.

The advantage of excise duty suspension

Formulating and storing inside an ADM-authorised tax warehouse means operating under excise duty suspension: you do not tie up capital in taxes until release for consumption. Excise duty becomes chargeable only when the product leaves the suspension arrangement, not when it is produced or stored.

We manage EMCS electronic flows with the issue of e-AD and e-DAS and operate towards customers in Italy, in the European Union and in non-EU countries:

• EU products: release for consumption of EU products under duty suspension, with e-AD/EMCS documentary movement.
• Non-EU products: full customs clearance (clearance, duties and excise) to bring goods into free circulation and release for consumption.

Biofuels, sustainability belongs to the certified supply chain

PSP is not ISCC certified and does not issue sustainability certifications. Sustainability conformity (mass balance, RED III criteria) belongs exclusively to the certified supply chain of origin: biofuels are accompanied by the sustainability documentation of the certified supply chain supplier. PSP holds and moves such products while ensuring documentary consistency along the chain.

Technical note: methanol is not a biofuel. It remains a fuel and a full-excise special gasoline, outside the RED III scope, and must be treated as a component for high-performance blends, not as a sustainability product. Here too the precursors notice still applies: methanol is subject to Reg. UE 2019/1148 and is reserved for professional operators, not for sale to private individuals.

Frequently asked questions

What is PSP's custom blending and formulation service? It is the development and blending of fuels, biofuels, solvents and additives to the specifications of the professional operator, carried out at the PSP plant in Parona (Pavia), which is also an ADM-authorised tax warehouse. PSP manages the recipe, production, quality control and fiscal obligations through a single partner.

Can I have a product formulated under my own brand (private label)? Yes. In third-party blending PSP blends and holds goods you own while keeping ownership and responsibility separate. The recipe, know-how and brand remain yours, with full confidentiality over formulas and projects.

Does PSP formulate racing fuels based on methanol and nitromethane? Yes. The formulation of high-performance racing fuels is one of our specialisations. Methanol and nitromethane are subject to Reg. UE 2019/1148 on precursors: they are reserved for professional operators and may not be sold to private individuals.

Are the biofuels formulated by PSP certified as sustainable? PSP is not ISCC certified and does not issue sustainability certifications.
