Quality starts in the tax warehouse, not downstream
P.S.P. Passerini Special Products S.r.l. has operated in Parona (Pavia) since 1997 as a production and blending plant and, at the same time, as an ADM authorised tax warehouse for energy and petrochemical products. Every product is received, verified and handled under an ISO 9001 certified management system and under the rules of the tax warehouse regime.
The same control standard applies to our entire range: special and additised gasolines, diesel fuels, HVO biofuels and biodiesel (FAME), methanol, solvents and hydrocarbons, lubricants and additives, all the way to racing fuels. Quality control on every batch
The characteristics of every batch are verified in the laboratory before acceptance and handling. For P.S.P. branded products (our own production and blending) we issue the certificate of analysis that accompanies the supply, ensuring quality that is repeatable and verifiable over time.
The level of control required by racing fuels, where even small variations affect performance, is the same standard we apply to every energy and petrochemical product: motorsport is one of our specialisations, not the boundary of our work.
We always distinguish clearly between what we are accountable for (P.S.P. branded products) and what we hold on behalf of the principal (third party goods under third party warehousing, where P.S.P. is the depositary but not the owner of the product): defined roles and responsibilities, no grey areas. For third party goods the specification remains the responsibility of the principal, while our oversight concerns correct receipt, storage according to tax warehouse procedures and documentary traceability compliant with ADM obligations.

Safety and management of hazardous goods
Energy and petrochemical products require dedicated procedures at every stage. P.S.P. applies internal safety protocols and manages the ADR transport of hazardous goods with the support of the function responsible for transport safety, handling classification, accompanying documentation and operating instructions.
The classification, labelling and safety data sheets of the products are prepared in accordance with the European REACH and CLP regulations, and kept up to date with the regulatory framework in force. Attention to environmental aspects accompanies all processing and storage.

Documentary traceability compliant with ADM obligations
In the tax warehouse every movement is recorded and documented in accordance with the obligations set out by the Customs and Monopolies Agency (ADM). We operate under excise duty suspension with electronic management via EMCS (e-AD and e-DAS) in two distinct areas: the release for consumption of EU products, which closes the duty suspension regime upon removal from the warehouse, and the customs clearance of non-EU goods (clearance, duties and excise).
For you this means receiving a product accompanied by an orderly and verifiable documentary chain, an essential requirement for those operating in the energy supply chain and for those entrusting their goods to a depositary.
Supply chain sustainability
For biofuels such as HVO and biodiesel (FAME), the sustainability documentation is that of the certified supply chain of origin: the products are accompanied by the sustainability documents issued by the certified supplier along the chain of custody. P.S.P. manages these products by ensuring the correct transfer to the customer of the sustainability documentation received from the certified supply chain, so that you receive them already accompanied by what you need for your obligations. We work only with professional operators
P.S.P. products and services are reserved for B2B professional operators: motorsport teams, importers and traders, secondary EU and non-EU depositaries, energy companies and private label brands.
Certain components, in particular the methanol and nitromethane used in racing fuels, are subject to the European regulation on precursors (Reg. UE 2019/1148) and cannot be sold to private individuals. Methanol, it should be noted, is a special fuel at full excise duty and is not a biofuel. Every request is assessed within a relationship between professional operators.
