P.S.P. Passerini Special Products S.r.l. has operated since 1997 in Parona, in the province of Pavia, as a production and blending plant and, at the same time, as a tax warehouse authorised by the Italian Customs and Monopolies Agency (ADM) for energy and petrochemical products. Our additives stem from this dual nature: designed to technical specification, manufactured through a controlled process, and handled with documentary traceability compliant with ADM obligations.

Unlike a pure additive formulator, PSP combines product formulation and the fiscal management of additised fuel within a single ADM authorised tax warehouse: a rare combination in the Italian market. For the customer this means fewer steps, fewer counterparties, and consistent quality control along the entire chain, from raw material to product ready for release for consumption.

Additive packages to specification: a formula calibrated to your fuel, not an off-the-shelf product

We develop additive packages calibrated to the target fuel, petrol or diesel, to achieve the performance result you need (detergency, dispersancy, improved combustion, protection, enhanced lubricity, cold-flow behaviour of diesel). The formulation is defined together with the customer based on performance objectives, product specifications and the application context.

Blending and private label: your brand, our production

We produce additives and additised fuels under the customer's brand (private label) for resellers, distributors and energy companies. Production under the PSP brand and the processing of third-party products follow two distinct tracks: in the first case PSP holds title to and responsibility for the formulation; in the second PSP acts as a service provider on goods owned by the principal, with title and responsibility remaining with the product owner.

In-warehouse additisation: we additise the product only when needed, without prepaying excise duty

Within the tax warehouse we can carry out the additisation of the energy product before release for consumption, integrating the additive package directly into the logistics phase. The additive goes into the right product, at the right moment of the fiscal cycle: as long as the product remains under duty suspension you do not tie up capital in taxes, because excise duty accrues only at the time of release for consumption.
