Special lubricants and technical oils, produced in an ADM tax warehouse

Lubricants and technical oils formulated and packaged at the P.S.P. plant in Parona (Pavia), an integral part of an ADM-authorised tax warehouse for energy and petrochemical products. A single qualified point of contact, from formula development to documentary logistics, for professional operators. Among the specialisations of our production is motorsport, where extreme stresses put to the test the formulation know-how that we also apply to industrial uses.

Technical lubricants, inside an ADM tax warehouse

P.S.P. Passerini Special Products S.r.l. has operated since 1997 as a production and blending plant and, at the same time, as an ADM-authorised tax warehouse for energy and petrochemical products, in Parona (Pavia). Lubricants and special oils are created here, alongside petrol, diesel, HVO, solvents and racing fuels: a single industrial and fiscal root that anchors the entire range to a regulated asset.

The same formulation expertise developed on fuels and on racing lubricants, where thermal and mechanical stresses are extreme, is applied to formulations for industrial use. For us, motorsport is not the boundary: it is the proof of the formulation capability that we also place at the service of industry.

For the buyer this means a continuous supply chain, from formula development to packaging, through to documentary handling compliant with ADM obligations. All under an ISO 9001 certified quality system, with the support of the in-house laboratory.

PSP lubricants are intended exclusively for professional operators: industrial companies, motorsport teams, importers and traders, and brands looking for private-label production.

Lubricants and oils range

PSP produces and supplies technical lubricants and oils for high-stress applications, developed with the support of the in-house laboratory and validated before delivery.

Engine lubricants

Oils for industrial and high-performance engines, including racing applications, formulated for severe thermal and mechanical regimes.

Compressor and turbine oils

Technical oils intended for compressors and turbines in industrial settings, with thermal and oxidative stability suited to continuous service.

Formulation bases and components

Oils and greases of vegetable and animal origin, including castor oil, used as bases or components in special blends. These are formulation raw materials, distinct from finished lubricants, used to build products to specification.

Additives and additive packages: products for optimising the performance and stability of the lubricant are covered on the page dedicated to additives and additive packages.

Note: the families listed are commercial categories. Detailed technical specifications are defined case by case at the quotation stage, at the request of the professional operator.

PSP brand or third-party deposit: clear ownership

Lubricants and oils can follow two distinct paths, with different responsibilities:

  • PSP-branded products: formulated, blended and packaged by PSP, which is their manufacturer and owner.
  • Third-party goods held in third-party deposit: products owned by the principal, stored and handled by PSP in its capacity as depositary, without transfer of ownership.

This distinction defines who is liable for the product and how the documentation is managed. We clarify it at the outset of every relationship, so the operator knows exactly which regime applies.

Why choose a plant inside an ADM tax warehouse

  • A single end-to-end point of contact: formulation, packaging and documentary logistics managed within one supply chain, with no hand-offs between different suppliers.
  • Validated quality: ISO 9001 certified quality system, in-house laboratory and product control before delivery.
  • Packaging flexibility: customised packaging solutions, including private label under the principal's brand.
  • Third-party deposit management: custody and handling of goods owned by the principal under a third-party deposit regime, with documentation compliant with ADM obligations.
  • Experience since 1997: consolidated formulation expertise, from motorsport to industrial applications.

For the other energy ranges that we handle (petrol, diesel, HVO and other products subject to excise duty), the tax warehouse asset adds a significant fiscal advantage: the duty suspension regime allows the tax not to be advanced until release for consumption, with movement via e-AD and EMCS and management of customs clearance (clearance, duties and excise) for goods of non-EU origin. Frequently asked questions about PSP special lubricants and oils

Does PSP produce its own lubricants or resell third-party products?

Both, with distinct ownership. PSP formulates, blends and packages own-brand lubricants at the Parona plant, and stores third-party goods under a third-party deposit regime, where it remains depositary without becoming the owner.

Who can buy PSP special lubricants and oils?

Only B2B professional operators: industrial companies, motorsport teams, importers and traders, private-label brands. They are not intended for sale to private individuals.

Can I order private-label lubricants under my own brand?

Yes. PSP develops formulations to specification and manages private-label packaging, with the support of the in-house laboratory and an ISO 9001 certified quality system.

What does it mean that PSP is an ADM-authorised tax warehouse?

It means that PSP can hold energy and petrochemical products under excise duty suspension: for products subject to excise duty the tax is not advanced until release for consumption, with documentary movement compliant with ADM obligations via e-AD and EMCS.

Does PSP also handle products of non-EU origin?

Yes. For non-EU goods PSP handles customs clearance, namely clearance, duties and excise. For EU goods, release for consumption is carried out instead, under a duty suspension regime, via e-AD and EMCS.
